@LuckyTonySun

if you are not using Google Message, download it from Google Store and set it as the default SMS/MMS app and try sending using Google Message

if you are already using Google message , backup all the important messages, then go to app settings and Clear Data (please note all messages will be gone!!).  Then Force Stop and reboot the phone and test again

I did find a mistake, then change "https" to "http", reboot, when send a new message comes out "Can't send message right now, Too many unsent multimedia messages". re-send  an old mms, failed after a long time.

If you can recieve MMS then you should be able to send. Double check your APN for any tiny errors like a missing period or an extra space. Can you post a screenshot of your current APN settings?

after adding a new APN, my old 3 apns (koodle, public mobile, telus) disappeared, reboot, still not working.

try this, look like a bit more than your screenshot (as yours were cut off)

you might want to create a new APN profile, save it properly and select it to use instead of updating the existing one (some people really need to use a new one instead of the update one to make it works)
