can I use my usa data adds- on when I am in canada?

If you are on the Canada/USA plan then yes. If it is a USA Roaming data add-on then no. The Roaming data add-on needs to connect to AT&T or T-Mobile network which is not available in Canada unless you live at a border town.
are you referring to the 15 Day US Roaming data add-on ? If so, that only works whilst you're in US and connected to AT&T or T-Mobile.
