Is this phone compatible with Public Mobile in terms of frequency bands?

Dangerous assumption.  The Asian phones will work on Rogers 2G pretty much 100% of the time.  Anything past 2G is not a guarantee on compatibility.  For the model provided in the link, I will have to agree with @srlawren, it would make a wonderful paperweight in North America.  It will only work on Rogers 2G.

Correct, the "Global" version has B2 (850MHz) and B5 (1900MHz) 3G:

The "India" version does not:

I believe it's the "India" version that @Amida linked.

@Amida based on that spec sheet you linked, I would say that NO that phone is not , compatible.  Why?  It has B1 and B8 for 3G WCDMA, while PM (Telus) runs on B2 + B5.
