Keep trying because the information that you are being given isn't correct. They absolutely can do it and are supposed to.activate the account for customers who don't have a credit card.

You can ask a family member to sign up with their CC then disable the CC or delete CC from account then use vouchers to pay for future service.

That is no longer possible. You could buy one of those visa gift cards. Or contact support and they'll set up an account in suspended status and then you can enter the voucher and start the account.
