@Mashlee I'm not sure if you clarified whether you were unable to access to your voicemail because you were out of outgoing mins or not. Anyway, thought I would just add that you could also have just purchased the $5/500 Canada wide mins to supplement the $15 as back up mins if you did run out of mins instead of upgrading plans, especially since domestic add-ons don't expire but will be available when needed, i.e., when you're out of plan mins before the renewal cycle resets everything.

@Mashlee - you need to choose to "Change Plan Now" if you want to upgrade your plan before your current plan is due to renew.
But in order to successfully do this you need to add sufficient funds to your account first, then choose "Change Plan Now".
NOTE: any amount paid from your $15 is not returned to you or prorated!
So, therefore, it is usually recommended to choose "Change on next renewal date".
If the only reason to upgrade your plan right away was to check your voicemail, then simply call your number from a device that is NOT your Public Mobile dialer, a landline OR use a wifi calling app (like FONGO = free to use) to call your number to check your messages.
You voicemail PIN will be required to access your messages.

On your self-serve account, what does your "My Plan" display? Is it like below?:

You can also dial vm number from any landline and enter your phone number and code to access it remotely.

I'm assuming that you changed plans because you were out of outgoing minutes but thought that changing plans would allow you to access your voicemail box? If you call your own number, do you have access? If you do, this is likely an issue with the correct vociemail retrieval number not being programmed correctly into your call forwarding settings.

You have access to your voicemail with 15 plan just like any other plan.
If nothing happens when you call your voicemail you should go into your forwarding settings and erase all the entries let the system fill it in with the vm number

@Mashlee : If you were on the $15 plan then perhaps you had used all your minutes. Are you sure you successfully upgraded to the $25 plan?
