I tried to set-up voicemail by dialing 1 on my phone (iphone se), and the audio instructions are completely garbled, so I can't proceed.

Tried again right after posting, and it was no longer garbled. Momentary glitch, I guess.

Before you try this restart your phone. Turn it off, wait 30 seconds and restart your phone.
