I'm currently in the USA with a Canada plan. Looking at upgrading to the CDA USA MEXICO plan being offered. Does that mean I can use the phone here in the USA and in Mexico for unlimited voice calls and texts. Currently I don't /can't use the phone here. Anything else I need to consider before upgrading?

Here is some more information about VoLTE calling issue with roaming:
https://www.publicmobile.ca/en/ab/get-help/articles/volte
As mentioned before, if you change to a more expensive plan (ie. US roaming), you will unlikely be able to change back to your original cheaper plans. PM has changed their plan offers for existing customers. Existing customers can normally only choose more expensive plan options than their existing plan cost.

Your phone should work for voice calls in the USA with a Canada-US or Canada-US-Mexico plan (or roaming add on) unless it isn't capable, or approved, for VoLTE by Public Mobile. What phone do you have? From what I've read Mexico may still have some 3G network whereas the USA does not hence the VoLTE requirement for the USA (although texts and data should still work).

The CAN-US-MEX plans can be used in all three countires and phone calls (to phone numbers in each) and text messages are unlimited. When switching plans, consider that you might not be able to get your old plan back.
