I cannot make calls

what phone do you have?  But your mobile data works?

please note due to the end of 3G in US , some phone might not receive and make calls in US.   Only phones VoLTE whitelist can recieve calls on the LTE network.  Check if your phone is on the list here:

if your phone not on the list, try changing your network to 2G and the connect to T-Mobile and use the 2G network there to make and receive calls

another work around is to download VoIP app TextNow and then use the app to make and receive calls

I have us minutes and date and roaming.  The calls will not go out and I cannot receive

More details would be helpful.  Do you have a US roaming plan?  Did you purchase a 10 day roaming add on?  Is text working?  Data?

One potential problem is if your phone is not VoLTE compatible with Public mobile.  Then you will have talk issues while roaming in USA since 3G network decommissioned in the United states.
