make sure the old sim card or esim removed or disabled
if you have Android, clear cache first. if still cannot send or received, simply uninstall Google message and reinstall
if you have iPhone, remove the phone number from the Settings My Phone number manually, then reboot and reenter it. This is reregister iMessage

I'm not sure if you've figured it out yet. Which phone are you using? If it's Apple, then you may have been affected the downed data usage from the last few days. First thing to do is to turn your phone into airplane mode, then wait a minute and then turn it off and reboot. This will reconnect you to the Public Mobile network.
If that doesn't work, as suggested, reset your Network Settings on your phone.
If those don't work, can you try your SIM card in a different phone to see if that works? If it does, then shut down your phone totally, re insert your SIM card and boot up. This should fix it as well.
If none of this works, contact a CS Agent for assistance.
