Which model phone are you using? Some customers are having voice calling issues because the phones are not VoLTE compatible with PM network. Especially in Manitoba where the 3G network is being decommissioned.
Check the IME on your phone on the following link:

If not VoLTE compatible, you may need to get a new phone.
