I'm unable to call a particular number from my public mobile phone, it says the call cannot be completed as dialed, i have tried adding the 1 or removing the 1, it makes no difference. if i call this number from any other provider however the call goes through. text messages work but not calls. I'm clueless on how to troubleshoot this, any advice?

I would first try to do a device reboot and then reset network settings as others mentioned.
Do you know if that person could possibly have your number blocked?
If it works from other providers but not PM, i am thinking they have your PM number blocked or there is some sort of system issue where you might have to contact a customer service agent, which you can do here:

try reboot the phone, try Reset All networks.
Also try both with or without putting a 1 in front of the 10 digits to see if those calls go through
