In theory, yes it wouldn't take long to go through 4.5 GB, but the data tap isn't always turned on to full capacity every second of use. I use Waze a lot, and stream music while driving about 2-3 hours a day, and still never go over my data cap with PM. Cut out the music streaming, and you could probaby use GPS and the uber client for a solid 8 hours a day.

The weakest link in the chain so to speak is the amount of usage.  If "3G speed" is insufficient, then the 4.5GB is even more defiicient.  It takes less than 10 minutes at 3mbit/s each day to consume the entire 4.5GB data allotment.  This puts into perspective how much higher speed really means.

3G it up. It should handle everything you need.

The PM 3G is throttled LTE so you get the latency of  LTE just at a  throttled speed.

3G should work. I use waze with Public Mobile at the same time I stream with Spotify, and it all works with no issues. You could always try it out and if you need faster speeds, switch later on.

I can't see providing Uber service requiring a super high speed internet connection. Reliability is proabably more important than anything else.  I would imagine that to provide Uber service, you would proably need to use your internet connection to confirm bookings, contact the customer, and to use gps and mapping.
