I am in the US. I buy the 15 day US Roaming Talk & Text Add-on.

Why do I have to be connected to a WiFi in order to receive text messages? My wife has the same plan. We can phone each other without wifi but we cannot text each other. Even in the same room.

I am on AT&T automatically. Wife is on Verizon automatically. 

She can text me but I cannot text her.

it has nothing to do with Roaming on or not.  iMessage/RCS needs mobile data and you only purchased Roaming Talk/Text.  You have to send message using SMS and not iMessage/RCS.  

A workaround is after you type and send the message, you can click and hold on the message and select Send as Text, it will then re-route it to send via SMS

both phones have Roaming ON. Mine has VoLTE ON.

you are sending iMessage or RCS and not really SMS text

since it works over Wifi, it means you are using iMessage/RCS, which you will need roaming data if you are away from Wifi

You will need to enable Roaming and manually connect to AT&T, T-Mobile or Verizon then reboot your phone by powering off then back on.

Also, your phone must have VoLTE (voice over LTE) to work. Check the IMEI of your phone at this information link to see if your phone is compatible.
