I just recently got a Public Mobile plan and was before just using iMessage to text others with no phone plan.
I noticed that I have sometimes been receiving texts twice or even up to 5 times by people who only sent it once. This only happens when I use text message. I tried turning off iMessage to see if the issue was that they were trying to send iMessage first and then text message, so it duplicated, but this doesn't explain why it would send 5 times. Turning iMessage off caused me not to be able to activate it again. Every time I try and turn it on, it says, "An error occurred during activation. Try again". I've tried again and again and it still says the same thing. This is something that has only occurred once I got the plan.
The iMessage not being able to activate happened when I first got the plan a few weeks ago so I reset my settings and it worked, but now it's doing the same thing again.

@lynnfletcher Still stuck after trying @JK8 's suggestion? Then go to Settings on your phone
Then to Messages/FaceTime
Switch iMessage/FaceTime OFF
Edit your iPhone to your PM number settings>phone>my number
Turn your phone OFF and back ON
Once phone reboots, turn iMessages/Facetime back ON again
Wait for it to finish activating in iMessage
If that fails, try logging out of your Apple ID, logging back in and resetting the details.
BTW: Optimum setup for messages is Settings >> Messages: iMessgaes ON, Send as SMS ON, MMS ON >> Send & Receive: should show your PM phone number and Apple ID email
