iPhone 6s stolen early this week. Had Telus lock the number. Bought and activated PM SIM card and installed in iPhone 7 but no service. Do I need some sort of “manual override” to port my previous number over. How do I proceed? Thanks.

Is the number you want to port an original number when you got when starting with Telus?

As mentioned if your Telus account is not in good standing or suspended bc of the stolen phone that may be what is holding you up but since it is Telus they can probably work around that especially under the circumstances.

Thanks. Will start with that.

All you need to do is login to your account and click on Change Plan>Lost/Stolen Phone to disable SIM then click on Change SIM card to keep your old number.
You might want to check if the iPhone 7 list Blacklisted:

@Bart4 I believe you have requested porting when you activated. Usually only active account can be ported as you will need to reply a text on your old provider to approve the porting request. Luckily if you are porting from Telus, PM Support could assist this process. Please open a ticket with PM Support and explain what happen. They likely can help to complete the porting request
