I am going to Cuba. If I buy wifi at the resort can I use my phone to text on WhatsApp?

Email, WhatsApp, iMessage, browsing, apps etc should all work on wifi. SMS and phone calls will not, however you can get apps for those as well, but it won't be on your Public Mobile phone number.

You can use your phone as an internet connectivity device anywhere. Your cell provider doesn't need to be involved. You could put the cell in airplane mode and then turn on wifi and the other radios.

Yes. Just not Public Mobile services.
