Traveling with my Public Mobile phone. Does anyone know - can I tether off my wife's Rogers cell phone, that has Roaming? I don't want to switch SIM cards, as I don't want a different phone number. Unless I have no choice!

As mentioned, you can tether for DATA (from your wife's phone).  However, your phone number will not be usable (incoming or outgoing calls).  Texts (SMS) will also not work.

Yes, that can be done and is unrelated to the Public Mobile service. A SIM card isn't even needed in your phone to do thtat.
