How can I transfer my phone number from my other PM account to this new account. As I can't get in my account I have no access to get into it

you cannot swap numbers between two accounts
but if you only have one account, and you just were not able to login on the original account and you created a 2nd account for Community and help, then you can ask PM agent to help to sort it out, you can submit ticket by direct message: https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437
