If you try to transfer from SpeakOut to Public Mobile, you should know that you do not have a normal account number. Your account number is your phone number. However, if you use your phone number to transfer, you will get rejected. Based on few times to transfer phone number from SpeakOut recently, here are steps you can try.
1) Write down your IMEI number from your phone first. Press *#06# from your phone app to get this information.
2) When transfer phone number, use IMEI option and enter IMEI number to submit transfer request.
3) Do not surprise and be patient. Wait up to 5 hours to see your luck but high chance you will get reject from this first request.
4) Sign in Public Mobile community, send a private request to CS_Agent to tell them you got rejected the transfer from SpeakOut. Provide phone number and IMEI and explain that phone number is account number and must use IMEI to process transfer. Ask them to use IMEI to submit transfer again.
5) If the request is in SpeakOut office hours, you should get SMS to confirm the transfer within 5 - 30 min. However, if it is after office hours or a hour before close, expect the SMS next day morning instead.
6) If still no luck, you may need to call SpeakOut to ask from manual approval.

Actually, I did change the phone few times with Speakout and they did update correctly with my latest phone IMEI. Not sure my luck, I did successfully transfer to Public mobile with latest phone IMEI.

Thanks for the info. But, couple things to add
First, you can provide IMEI or Speakout PIN when request porting out.
And remember while Speakout might send SMS for porting out acknowledgement, it does not send SMS for port authorization and it means there is no need to reply Yes like porting from other carriers
And for IMEI, Speakout uses the IMEI at time of activation or at some point in your account history, not the IMEI currently on the network. This means that for older Speakout account that you have changed phone since you joined, you might need the IMEI from a phone several years ago. So, what you provided might or might not work
You can call Speakout customer service and provide them the IMEI that you have to see if it matches what they have on the account.
If it does, then you can port with the IMEI only, instead of the PIN. But If you no longer have access to that IMEI, Speakout Support will not disclose the IMEI to you, and you will have to provide Public Mobile with the PIN.
