How can I transfer my public mobile number to another provider without the old SIM?

You will need the old SIM to confirm you are porting out.
If you are porting over to Telus or Koodo. They might help you but no guarantee.
Other than that, you will need to purchase another SIM or eSIM and transfer your old SIM to the new SIM to confirm on your online account.
Or just pick a new number with your new carrier.

HI @LukePenner29 surpassingly you need to get a new PM sim card and update it via My Account so you can request the porting authorization text and approve
but also check with PM agent first, they might allows a verbal approval and you don't need a new sim card
