I topped up my account today but the account balance is just sitting unused currently.
is there any way to use the balance sitting there? plan is expired and I need my phone for work

Can you manually apply payment in self service account?
Sometimes if your account is expired (ie. missed payment), you may need moderator to help to activate and apply. Unfortunately, due to higher than normal demands, it may take more than 24 hours for them to respond.

If there are enough funds in your account for your current (but dormant plan) then it should auto-restart.
If that is not happening then to resolve this issue you will need to send a private message to the moderator team. They are available 7 day/weeks but not 24/7. Click this: message to moderators to send a private message to the moderators.
Include your name, PM phone number, account number, 4-digit PIN and a brief description of the problem.
