There are many weather apps that are free to download. Unfortunately, one common characteristic is that they update in the background, using data, unless disabled.
Rather than using an app, I added to my mobile desktop the icon for a weather service's homepage. Once downloaded, I was able to d/l the icons for hourly, daily, three and seven day forecasts, monthly, and 45 day long-range forecasts.
