A friend of mine got the same error message, and it was just after I ported in my number.
The 'system' had yet to recognize my ported originally from Rogers to Bell to Rogers to WIND to Public Mobile number as a PM number.
Mods had to submit a ticket to get my number recognized, but it was to late to add the referal.

It does sound like the referral is no longer an active customer. Time to confirm with the referral whether they are still an active customer or not. Shameless plug, I am an active customer and always more than happy to offer a referral.

Was this while trying to enter the number of someone who referred you? Are you sure that they are still with Public Mobile?
