Note 5 only let's you reset network settings tried that didn't help

Public Mobile is dealing with issues when it comes to SMS on Android and iMessages and FaceTime and such. There is no ETA of when it will be resolved. Here is their announcement.

We are aware that some of you are currently unable to successfully use iMessage and or FaceTime features, and we understand how frustrating this can be. Our teams are working diligently to find the cause.
In the meantime, please try troubleshoot steps:
Tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.
We apologize for any inconvenience this may have caused and will continue to keep you updated.

was it just MMS affected but SMS works??

if you are using a device that released after 2017, generally, you can simply click Reset All networks or Reset network settings to get the latest APN
Also, you can make a manual update, here are the old and new settings
Old settings:
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: 74.49.0.18
MMS port: 80
MCC: 302
MNC: 220
APN Type: default,supl,mms
or default,mms,agps,supl,fota,hipri
New Settings:
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
or default,mms,agps,supl,fota,hipri
