If everything else works, check to see if your RCS is turned on in your messaging. And reset your network connection and reboot your phone. Sometimes the full activation is just slow.
If it still does not work, you need to contact a customer service agent. You could use the chatbot, but personally I find direct messaging is faster:

Android or iPhone?
first, make sure the old carrier sim card is removed, if esim, disable it
if iPhone, you can remove the phone number from Settings, reboot phone and reenter the phone number to re-register iMessage
if Android, uninstall Google Message so it go back to the old version that come with the phone. Reboot phone and reinstall (or update) the Google Message from Play Store and it should resolve the problem
