When I'm not near wifi why do I have to turn on data to receive text messages

Data is never needed for text messages.  An iMessage isn't a text message.  Also, such as a message does count as data usage.

What type of phone are you using?  

For iphones and iMessaging, you will need either Wifi or data.  For Androids, using RCS Chat messaging, you also need Wifi or data. 

Sending MMS text (ie. pictures) also requires data to be turned on.
