When I text to an Android phone it is not received by them. I can receive a text from them but they do not receive my response.

Thank you for the help. I removed my physical SIM from my recent carrier and it cleared everything up for me!

@sharms Go to Settings - Messages - Send & Receive and make sure your phone number is checked and not just email address.

data works? incoming and outgoing calls both work?
it is not unusual that data and voice both work but hiccup with text/sms. In such case, you will need to have PM support agent to refresh the settings on the server. If that is the case, you will need to submit a ticket with CS Agent using Chatbot here:

Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".

Yes it is a new account and I am using an IPhone. Thanks for your response I am trying it now.

are you using iPhone?
new account with PM, you just joined?
Assuming you are using iPhone , disable Send as SMS for 5 mins and reboot phone and enable it again
to toggle Send as SMS, go to Settings->Messages
