I have recently transferred my wife (Rogers), and my (Bell) phones to Public Mobile. At this time we cannot send or receive text messages. The transfer was done April 30th and today is May 2. We can text between each other.

@NevillePrice Glad it works now. And you cannot tell your wife you are not receiving her calls LoL
Enjoy the service

Thank you all for your prompt replies and great guidance. It called the Telus help line and the person I spoke to solved it. The issue was I had not responded to Rogers' confirmation request, and Bell do not give you the opportunity. Bell send you an email indicating that they will contact the source of the request, to confirm it's a legitimate request.
I understand that unless there is human intervention at this point, it will lie dormant.
Sorry for the windy blurb, but my complements and gratitude to the community and to Telus help desk.

@NevillePrice - If outgoing and incoming calls are working fine, this is only a texting issue...
If either are iphones, ensure both have SMS and MMS enabled in the messages app on the device.
If either are androids, check to see if Chat Features is enabled. If so, I would suggest to turn that off.
Disable your Chat Features

Can I assume you both have iphones and you can "text" each other while on wifi? Are you able to "text" to other iphone users?
Remember that iphones use iMessage that can do its own internal instant messaging between idevices. This is not real SMS.

@NevillePrice So, your wife was on Rogers and you were on Bell before? Both of you CANNOT text each other at the moment? Can you call each other?
Are you receiving incoming calls now? you can receive incoming text from another person?

Can you SMS somebody else with PM service (not only your wife)?
You said you cannot send/receive SMS. Who is provider for those numbers you cannot send/receive?

Did you respond YES to the port authorization request that would have been sent to each device while the old provider SIM card was in it?
Try:
If after this you STILL have no services, make contact with Public Mobile Customer Support.

Are incoming phone calls working? This will determined if the number porting ever completed (although outgoing text messages shouldn't be affected even if the number ports haven't completed).
