User tags are usernames - like @Korth or @Aheavenfire - they alert the named user with a notification so they're useful for getting a person's attention (especially in busy, crowded threads).
Message tags are basically like search filters for message titles and contents - like Community - they're basically keywords which help categorize related topics. I don't find them very useful on this community forum because most users here don't use these tags consistently (so most topics and posts here are basically not grouped or related in any meaningful way). The forum search engine is better for finding specific things, and the internet search engines are even better if you invoke detailed search commands/parameters.
You can change settings in your community user profile to make good use of tags and notifications, if that's your thing. Or you can ignore the feature, as most people here already do.

People also use tags for fast copying and pasting on new posts. Poster asks a question "you say to yourself I already answered that question perfectly a week ago". Click your badge then my profile find that tag you did a week ago, copy the post and paste it into the new persons question 🙂

There are message tags and there are username tags.
By default, on the right side of this box on a desktop browser, you can enter tags to give your own keywords to a post. Any post.
Tagging users is useful to direct your comment at someone in particular. That's the @ sign which will pop up a list of thread-active users. You can type in anybody there as well.
