The answer is No but you can use WhatsApp, TextNow or Fongo app through WiFi or purchase a local SIM.

sorry, no. PM has only roaming in US. You have to use local data prepaid SIM or travel eSIM. Get VoIP app TextNow to make calls back to Canada
