Shortly after I signed up I noticed a $24 plan that's the same as mine but with 4GB of data instead of 1GB. I haven't been able to find a way to switch to that plan. I've only been a subscriber for a few months.

Many have reported being able to request an IMMEDIATE plan change to a plan listed as "new activation only".
Ask the customer support agents for help getting it. Tell them you made an 'error' and would like them to 'help you move to the desired plan'.
If you're polite, you may get somewhere.
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

Unfortunately that plan is only for new customers that sign up now. You can't switch to it today, that's why it's not coming up. It states there on the site. Hopefully it will become available to all soon. Most plans eventually does, just have to wait and keep watching the site.
