I just changed my plan to Canada-Us 40 GB at 5G today but I'm only getting 3G service on my phone. It was 5G on previous plan

What network you connect to shouldn't have anything to do with your plan. Have you gone through your network settings on your phone and looked at your preferred network settings?

Your plan is the only variable to change.  I would conclude the problem is on publoc mobile's end...

you only see 3G on the top?

click Reset all networks on your phone first

then make sure Network mode is Automatic, try data again then
