Unfortunately, Public mobile offers personalized plans for existing customers. Not all plans are available to existing customers.
Usually, the plans offered are more expensive than the existing plan. There are certain times where the plans offered is cheaper, but customers did need to regularly check.
Unfortunately, PM agents are not able to help. I don't think CRTC will be able to help with this situation.

No need to contact the agency, the better plan you want is only offered for new activation. Current subscribers have different plan offers , which is allowed and most mobile providers are doing that
