each account is a separate account...each account needs it's own sim and it's own email address. You can use the same payment card.
I suggest hubby to download the Public Mobile app to his cellphone to create his own account and activate a new plan (he can buy an esim during the process if preferred). He should take a new number until his new account is up and running as expected. Then he can initiate a transfer of his old number to new Public Mobile account. (Tell him not to cancel his old plan...that will happen automatically once he transfers his number successfully)
