Where are you located? City and province?
Try to reboot your phone once
Try changing your Preferred network type to 3G Only and see if it works
Try to test the speed again in another places, maybe just a network/antenna issue at where you are at
If you have another phone, try to put your PM sim card in another phone and test it out again
