Some incoming Callers receive "Out-of-Service" message

I have been having a few issues with phone calls this summer. Often a call gets dropped, and now I'm finding out that some incoming calls are receiving an "out-of-service" auto message and can't get through to me.

Why? Can you fix this please?

some calls or all calls got the error? you just joined and ported the number into PM?
