Hey i recently got a new phone. Broke my old one. Put sim card in and it ssys its a locked network sim card and i need a password. For a Samsung S7

For the longest time, even for some models before mandatory unlocking came into effect, Samsung phones were not locked when you took them out of the packaging even if purcahsed from a carrier but locked after you inserted your SIM card. Samsung does know which devices were sold through carrier. It's those devices that were sold before December 2017 by carriers that Samsung Canada sometimes doesn't want to get involved.
There are some Samsung phone models that were sold that were not linked to any specific carrier. They did however self lock to the carrier of the first inserted device. For such devices, Samsung will always help with the unlocking.
For some models sold afer Dececember 2017 by carriers, some Samsung devices did the same self-locking.

Question was less about CRTC unlocking requirements/changes in last few years and more particular to Samsung's role in assisting with this.
I'm guessing Samsung Canada will assist in cases where they were involved with network locking at point of supply/purchasing to the carrier pre-2018.

@hTideGnow Unlocked a Bell & Fido through Samsung chat. Said something like haven't been with provider for 3 years, here's the IMEI of phone. Can you unlock it please?. They did. This was like 8 month's ago so maybe things have changed....

@HALIMACS Before 2017 all phones sold by carriers came locked to their network. You would have to pay the carrier to get it unlocked. I believe CRTC passed law Dec 1st 2017 that they have to come unlocked and carriers will now un-lock locked phones for free if people still had locked phones. Most you have to contact old carrier however Samsung has been unlocking some over their chat.

I'm guessing the manufacturer must have coordinated with the carrier re locking of devices back then.
I thought that it was strictly a carrier function/operation.

@HALIMACS I've unlocked 2 with Samsung chat. Phones that were before the 2017 CRTC rule that they need to be sold unlocked. Needs to be a Canadian model.

Was curious to know how 'easy' this is through Samsung Canada, i started the process and got this reply below. I wonder if this infers that they cannot do this for the OP.
Anyone have personal experience getting an unlock code from manufacturer without involving the carrier? Any hurdles if device was not used in Canadian market?

[ EDIT: Maybe it's possible that Samsung Canada can unlock the devices if THEY locked it prior to supplying it as part of a bulk purchase to a Canadian carrier for use on their network. I am anywhere close? ]

Hopefully the device is carrier-locked to a Canadian Network and not one outside of Canada.
If bought used from an unknown/ untrusted seller, you may also want to check the national blacklist for devices below:

Here is an explanation by one if the Oracles, Luddite.
SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.
To contact Samsung.
"SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.

@Briault You could go to Samsung Canada website and open a live chat with them for the unlock code.

@Briault Your phone is locked to the old carrier. You'll need to ask them for the unlock code. Samsung Canada sometimes helps too.
