Recently I've had spotty coverage, even dropping to emergency only service in and around Winnipeg, MB. Usually I'm always on 5G or at least LTE+. Over the past month this has changed. Calls almost drop, coverage drops completely. Has there been a change? Specifically, throughout downtown and south of Winnipeg.

Samsung S21FE should be on the VoLTE whitelist.  You can confirm here:

or one thing you can do is to click Reset network settings on the phone.

If same, submit a ticket with CS Agent and ask them to check and refresh the account.  Please submit ticket using Chatbot here:

             Type the question "Submit ticket", Then click the following in order: "Contact Us" ,  "Other",  "Log In".  
             (If unable to receive 2FA SMS, click "Didn't Receive Code" or "Resend Code" and Select "Send Email")

Thank you for the quick reply. I'm using a Samsung S21 FE. It's worked fine up until about a month ago.

if calls are involved, that could be a different issue.  What phone you are using?

some phone, even you can use 4G or 5G for data, it needs 3G for voice calls, as the phone is not on PM's VoLTE whitelist.  So, what phone you have?

Manitoba is the first province to fully decommission 3G by the end of this year.  And in some area, they are turning off some 3G there already. Myabe that is the reason
