It should, but it doesn't according to users on the limited minute plans. Not sure if it's a glitch or intentional on PM's part.

@Sheshe5 Yup. TextNow is just like a regular phone but you call on the App. They give you a new 10 digits number and people see you calling from that number on Call display. You can also tive the number to friends for them to call you

I recall it does count as part of your 100 minutes.
Why don’t you download the TextNow app and pick a number and make the free call through your WiFi?

However, many tried and confirmed that it won't be using your minutes. But again, PM can change back any time. So, be mindful of that
