First, do you see the words Public Mobile up top as your carrier? If not, your account isn't activated yet. You may need to reboot. If you reboot and it still doesn't say that, then you should dial 611 and check your account status. If you see the charge on your credit card, then what you may need to do is reset your Network Settings in the settings area. Just know that you will lose all saved bluetooth and wifi log ins and passwords. And finally, did you confirm your SIM card is installed correctly?

In your self service account, is your account status active or suspended?
If active, try rebooting your phone.
If not active, do you see the available funds in your account. Check payment history to make sure that funds were loaded into account.
