Is it possible to purchase a secondary phone number for business instead of having a secondary phone? And also have a way to tell when secondary phone is being called?

You can purchase any number of addition phone numbers and plans you wish. However, each one would be on separate accounts and have its own plan.  And other than a possible referal discount, there wouldn't be any discount for purchasing additional plans.   There are no "Share" plans or anything like that.

The way in which you choose to use more than one phone number would be up to you, whether it's by using a dual sim card phone, using more than one phone, or by using some type of call forwrarding.

HI, does your phone have 2 sim card slots?  Many phones do, If so then yes you can have a second line with the same phone.  Just have sim setup the same as the 1st, if your porting a landline to sim be prepared to be without the number for a time, 4 to 15 working days.  Ugg it happened to my son in law. Not good for business.   Here's a video that explains porting well,   https://www.youtube.com/watch?v=qgqITSCgTII

Not sure what you mean by secondary phone...

It's one phone number / SIM per account at Public Mobile, and each account needs their own e-mail address. You can use aliases.

You could look into getting a dual SIM phone if you need two phone numbers with you regularly but don't want to carry two phones.

Make sure that both slots support 3G frequencies at a minimum - the are low cost models out there that have 3G/4G in slot one but only 2G in slot 2. Only the Rogers network has 2G fall back and is outphasing it over the next couple of years. A PM SIM will not work on 2G frequencies.

All dual SIM phones I've had were dual standby and let me assign a profile to each SIM, the profile showing when calls came in etc.

Due to the glitches that can occur at Public Mobile, and the support system that might not get you help with problems immediately, Public Mobile is not recommended for business use or where 24/7 reachability is crucial.
