Update: next day.
still nothing is working, got new eSIM installed, did nothing, updated phone to newest IOS, rebooted phone, reset network.
Can’t receive or send sms.
Tried a network reset,still nothing
data and phone calls work just fine.

It’s all enabled, email is checked but when trying to check number it says it can not be verified

for iMessage, the best setting to have both email and phone #
Best Settings for iPhone:
Settings -> Messages: iMessage enabled; Send as SMS enabled
MMS enabled -> Send and receive: Must display the Apple ID phone number and email address

Yes the old sim is out and only have the eSIM for PM.
I turned iMessage back on as well but it can not verify my number and is using my email to receive and send iMessages.

the removal of the old sim card is important
so, only PM sim card in the phone now? make sure iMessage is on again
test voice and text now

I have an iPhone. I took out the old sim and turned iMessage off and rebooted my phone and that didn’t do anything

do you still have the old sim card there? remove it if it is a physical sim. If it is esim, disable the old carrier esim
and if you have iPhone, make sure iOS and carrier are both updated, and you can disable iMessage first, reboot and re-enable
Or if you have an Android, disable RCS first, reboot and re-enable it
