what you meant by Public Mobile got them but you don't? You see it on the Usage history?
if that is the case, it is your message app causing the issue. Make sure you didn't block the number. Also, If you are on Android, you can try to clear cache and ask the friend to send again. Or if that does not fix it, you should uninstall and reinstall Google Message app
you can also try your sim card on another phone and ask the friend to try sending again
