@Elm Are you a new customer? If everything else is working, especially incoming calls, then it is likely the current technical issue and you can contact customer service via the chat/message icon bottom right of this page to submit a ticket. While there isn't a general fix yet it can be fixed on an individual basis.

Public Mobile is dealing with issues when it comes to SMS on Android and iMessages and FaceTime and such. There is no ETA of when it will be resolved. Here is their announcement.

In the meantime, please try troubleshoot steps:
