I received my physical SIM and completed my activation with porting my number. When I insert the SIM card into my phone, it is not detected. My phone has no problem detecting the SIM card from my previous provider, it just can't detect the Public Mobile SIM card. Now I'm unable to receive SMS for 2 factor authentication. Please let me know what I should do.

Maybe the SIM S/N was entered incorrectly or provisional issue so best to contact at:

Try to pull the sim card and reinsert
if possible, test the sim card on another phone.
If still unable to get it working, ask PM to re-provision, or you might need to buy another one and ask them to reimburse

what make / model is your cell ? Did you receive a port request confirmation to which you replied YES within 90 mins ? Is so, leave old sim in until it stops working, then install PM sim.
