New SIM card works on the old phone but it doesn’t on a new one.

Go to Settings>General>About then scroll down to Carrier Lock and it will show the carrier that locked the phone.
If it is unlocked, it will show No SIM Restrictions.
Is it an American phone because carrier in Canada are not allowed to lock phones after December 1, 2017.
The iPhone 11 was released on 2019.

Although you were told otherwise, that error message means that unfortunatley, it's not unlocked.

Do you get any type of error message when you put the sim card into the new phone?

It’s unlocked, it was checked but Apple store. It’s a brand new iPhone 11

Is your phone locked? Contact your previous provider to unlock it for you. You will need your imei number, dial *#06# to get it.

Try rebooting your phone by powering the phone off by holding down the phone button then power back on if your new phone is unlocked.
What does your phone show on the top?
