knowroaming is a good option if you only need whatsapp.
The other option is Freedompop. They give a small amount of US roaming data (~500mb/month) for free. Although you have to becareful on the fine prints or they will charge you big $$. You can use the data for VOIP. The sim do not work in Canada, but do work in many countries.
You can sign up through eBates.com (http://ow.ly/vGjW309Sk1z) and get rebates for signing up (currently only at 7.5% rebates, but sometimes $5 -$10 USD rebates just for ordering the sim card (~$0.25- $1 USD).
I ordered a bunch of sim cards when it was at $10USD rebates and just rotate through the sim card as needed.

When you are in Cuba, please consider to focus on enjoying your vacation. I wouldn't try to find a cell phone service (though I know Rogers probably can roam to Cuba now), it will be expensive. And even Internet is not widely available, you have to find hotspots and buy minute cards.

A service I use is Knowroaming, I got the SIM card and didn't load my account with anything, but it comes with free Whatsapp, useful for communication during a short vacation. You can also add funds for actual data and phone calls, but I've never done it myself. I used it in a few places in Asia and US, but they should have service in Cuba. There's a couple other services that do this as well, but this is the only one I've used.

Also remember that Cuba has lots of restrictions and little privacy if you do use your phone there

Here's an article that friends who have been to Cuba report as accurate: http://prepaid-data-sim-card.wikia.com/wiki/Cuba
In summary, operate on the assumption you will have no connection back to Canada unless your hotel has wifi, or you are willing to go to a wifi "store". @mimmo's suggestion of voip seems your best bet.

once you leave canada you will not have any service.
fongo.com will give you a VOIP service when you are connected to WIFI. When I was there we bought a sim card (2013) but the process was not fun, but things might have chaneged. Not sure if roam mobility has servie there but might be worth checkig out.
