From the forums I already read it seems that international roaming with PM is not happening anytime soon. My question is; What happens if I turn my phone on in, lets say Colombia or Brazil, would charges be added on automatically just by virtue of having the phone turned on? Or since there is no roaming charges the local systems just do not recognize the PM SIM and as such the phone only works while connected to wifi?

Here's how I kinda think of it:
SIM in phone in airplane mode. Arrive in non-roaming country. Turn off airplane mode. The phone broadcasts out looking for compatible cell towers and connects to one and starts talking. The tower says who are you. The phone says I'm a Public Mobile account. The tower says we don't know who you are and we don't have any roaming agreement with you. Maybe we'll let you do Emergency calls only. But otherwise...ignore.

@whamadeh1 there won't be any extra charge. PM is prepaid so they cannot charge anything extra.
When you turn on your phone there with the PM sim, it just won't connect to the local network
Instead, see if you can get a local prepaid SIM there so you can keep connected.
