Can I Redeem ALL points at once?

yes, you can.  But one transaction at a time

So, if you have 45 points and you want to redeem $15 bill credit, you need 3 transactions, one after another, you cannot do it in one single shot

you can only redeem those Points for items seen in the catalogue. If you have say..17 points, you can redeem 15 points to pay toward your next renewal cost.
