Register for 911 Text services

HI,  How do I register for 911 Text Services?  I had surgery on my neck and I am unable to speak.  I was told to register for 911 text, but the website is outdated and I can't figure it out.  Could someone guide me on the process?

Start by typing "Submit a ticket", then click "Contact Us", Then click "Other", then click "Click here to submit a ticket ↗" 

2. If you don't have access to My Account or have trouble with Chatbot: Private message CS Agent at:

**Monitor your Community inbox (envelope icon on the top right) after the ticket is opened.  CS Agent will reply to you there
